You’ll hear real-world experiences from MWBE-certified business owners as they share how certification has impacted their growth and success. Attendees will gain firsthand insight into navigating the certification process, accessing new opportunities, and securing contracts across industries.

Meet the Panelists

SPEAKER: Michael J. Garner, MBA, City of New York

Michael J. Garner, MBA, was appointed New York City’s first Chief Business Diversity Officer by Mayor Eric Adams on February 16, 2023, and reappointed by Mayor Zohran Mamdani in January 2026. Mr. Garner formerly served as the first Chief Diversity & Inclusion Officer at the Metropolitan Transportation Authority (MTA), State of New York.
SPEAKER: Theresa Rampulla, SheMediaNYC

Teresa Rampulla is the CEO and Founder of She Media NY, LLC, and a seasoned marketing and media professional with over 30 years of experience.
From 2020 to 2025, she held the WBE contract for the Port Authority of New York and New Jersey, managing advertising media across key airport hubs including JFK, LaGuardia, Newark, and Stewart. Prior to that, she also served as the Advertising Sales and Marketing Manager for FerryAds, Staten Island and Manhattan’s iconic commuter system, where she built long-standing partnerships and campaigns that continue today.
SPEAKER: Wayne Roye, Troinet

Wayne Roye is the visionary CEO of a leading technology consulting firm, renowned for his strategic acumen and expertise in governance and compliance. With a career spanning over two decades, Wayne has become a pivotal figure in the IT industry, known for his innovative approach to business operations. His leadership has earned him recognition as a business savant, with accolades that underscore his contributions to the field.
PANELIST: Davis Coreas, NYC Department of Small Business Services

David Coreas has over 17 years’ experience working with small business owners through banking, business operations, and government contracting. He has worked in the NYC Department of Small Business Services for over six years and currently manages the Agency Outreach Team. He works to raise awareness of the agency’s resources to help businesses including the City’s M/WBE Program, job seekers and community-based organizations throughout the five boroughs.
PANELIST, Marino Pawlowski, The College of Staten Island

Marino Pawlowski is the Finance Procurement Director for the College of Staten Island, a position he has held since May 2024. Prior to CSI, he gained public sector purchasing experience in the procurement offices at CUNY Central Office, and MTA – New York City Transit. He has represented the College and University at several vendor outreach events, including the NYS MWBE Forum, and the Veterans in Economic Transition Conference (VETCON).
